Smith, City Board Member,
Resigns; Successor Named
Carl H. Smith, 601 Ashland Ave., layman member of the Muncie Board of Works and Safety has resigned, Mayor Joseph R. Barclay announced Wednesday. Herbert S. Wallace, city councilman-at-large, will resign from the council to accept the appointment, filling the vacancy on the board. The latter had served since the start of the Barclay administration three years ago.

"I regret very much that personal circumstances compel me to submit this, my resignation as a member of the Muncie Board of Works and Safety, to become effective as of Dec. 31, 1954, or as your convenience may dictate," Mr Smith wrote the mayor, concluding with "As you must know, my best wishes for your continued success will always follow you."
Resignation Withheld
Mayor Barclay in making the announcement reveals that he has had the resignation of Mr. Smith since Dec. 8. but had deferred making it public until he could find a successor to his liking.
"For me it has been a great privilege and a grand experience to serve with the other members of your fine official family and to watch, from inside, the great strides you and your administration have made in bringing good government to our city,” Mr. Smith said, adding, "I shall miss the associations that went with this service very much indeed.
Mr. Smith had retired from active life. He came to Muncie as purchasing agent for the former Hemmingray [sic] Hemingray Company and had risen to the plant manager position, when his health required him to cease activities. Mayor Barclay, following his election, however, prevailed upon him to accept appointment on the board, and the choice was a good one as has been evidenced by official actions of Mr. Smith, as his record reveals.

HERBERT S. WALLACE |
Councilman Wallace — he served before as a city solon prior to his most recent election — has long been recognized as one of the city's most substantial citizens. He has retired from a long held responsible position with the Ball Brothers Company. As a councilman he was appointed to the City Planning Commission on which he has served with distinction and has held other appointments of a civic and official character. Both he and Smith are Republicans.
Who his successor on the City Council will be has not been learned. The council will not officially receive his resignation until high noon Saturday. The law requires that the council be convened for organizational purposes at noon on Jan. 1, yearly. It could act then, under suspension of rules, It was said by some Wednesday, in the matter of an appointment, but this was disputed by others who point out that the matter will have to go over until formal legal notice is issued of the vacancy caused by resignation of Wallace, the notice to fix definite time for the appointment of his successor.
