Delegates Finan of No. 23 asked the chair when a grievance must be sent in in order to get it before the grievance committee. The chair stated that there was a law in the constitution that all grievances must be in the national office by June 1st, but when the constitution was revised that law was omitted, yet that the officers had been guided by that law as it was neccessary to have some stipulated time governing such matters. He also stated that he generally had such a notice published in circular in due time, but could not say postively that that had been done this year. This grievance created quite a heated discussion as the legality of the position of the officers was questioned. The merits of the case was also discussed.

The grievance was, Brother Finan presented a bill for lost time for $5.50 and the office refusing to allow the same, he appealed his case to the Executive Board and the Board sustained the office, and he now desired to bring it before the grievance committee in order that he may be able to show the justice of his claim.

Motion that the request of Brother Finan be granted:

Yea 88, Nay 43.
