The committee on commerce presented a report and it was adopted as follows:

Your committee on commerce recommends the passage of a bill now pending to remodel the consular service of the United States. The consular bureau should be beyond the influence of politics. This bill provides for the improvement of the classification of consuls, and the adoption of the merit system. Appointees would be required to have a knowledge of the trade requirements of this country as well as of the country to which accredited, should be able to speak the language of the country to which they are sent, and be so thoroughly qualified as to be able to serve and promote the manufacturing and trade industries of the United States.

Your committee further recommends that copies of this resolution be sent to Senators Fairbanks and Beveridge and to Congressman Hemenway as expressions of the will of the Business Men's Association of Evansville.

                                                                Yours truly,

                                                                           C. E. SCOVILLE.

                                                                                       Chariman.
