COUNCIL PROCEEDINGS. — The City Council met last night, with President Stephens in the chair, and only Mr. Carpenter absent.

The salaries of the city officers and employes were allowed.

The salaries of the jail guards, Fitzpatrick and Connelly, were withheld, by advice of the City Attorney, and the matter referred to the Committee on Law.

Mr. Hermes moved to repeal the ordinance fixing the salaries of jail guards at $60 per month, which was referred to the Committee on Law.

The Gas Company’s bill was paid, with the excep­tion of the items relating to the Court House and Jail, which were referred back to the Committee on Gas, in conjunction with the Committee on Law.

The bill of the Ticket for city printing was presented. Mr. Hermes objected, and scolded his col­leagues of the Committee on Printing for not pre­senting it to him for his signature. The bill was al­lowed.

The triplet children of the wife of Geo. Hinke having died, the allowance of $5 a week, made when they were born, was ordered discontinued.

The President was authorized to execute a note to the First National Bank for a sufficient amount to cover all appropriations.

The rules were suspended, and the report of the Relief Union was presented. The union received from the city $500, and expended $489, leaving a balance on hand of $10 95. The number of families relieved is 192: the number of persons, 780. The irrepressible Hermes made a feeble attack on the union. After a number of motions to appropriate and adjourn were disposed of, the amount was fixed at $650, Mr. Hermes alone voting no.

On recommendation of the Committee on Gas, the proposal of the Hemingray Glass Company to take down, letter with the names of streets, and replace the lights in the city gas lamps at twenty cents a lamp, was accepted.

The report of the Committee on Fire Department was read, and a new set of rules and regulations adopted.
