A Telegraphic Commissioner to Vienna.

 

WE learn that President GRANT has appointed Mr. DAVID BROOKS, of Philadelphia, an honorary Commissioner to the Vienna Exposition. This is a most excellent appointment, and will give great satisfaction to telegraphers throughout the country. Mr. BROOKS is a keen and careful observer and a ready writer. We shall look for a most thorough and complete report upon electricity and telegraphy in all its branches, as represented in the great Exposition, from Mr. BROOKS' able pen - a work that will rank among the "standards" of telegraphic literature. Mr. BROOKS will sail for Europe about the 1st of May.
