CITY FATHERS MEET Regular Session of the Council Last Evening. Dr. Hugh A. Cowing Recommends the Appointment of Slaughter House and Milk Inspectors. Dr. Cowing addressed the city council last night concerning the health of the city. He suggested that as smallpox is existent in many cities near Muncie, the municipal officers of this city should take soma precautionary measures rather than to be compelled to undergo the expense of an epidemic. He said that the city health officer cannot do everything unless he has assistance. It has been the history of smallpox epidemic that chickenpox precedes it. It does not follow necessarily that because chickenpox exists that smallpox will follow, but it is frequently the case. The statement was made that in the various parts of the city there are filthy alleys and back yards that need attention The doctor made farther recommendations that a slaughter house inspector should be appointed and that a milk inspector also be chosen. He said that recent tests of milk sold in wagons of this city, showed in many cases that it was very impure. Sometimes it waf [sic] was shown to be about half water and at other times it was almost sour. The doctor believes the impure milk is the cause or many deaths among the infants. He pronounced some of the slaughter houses to be rotten. The recommendations of Dr. Cowing are to be considered in detail by the council a little later. The following bills were allowed: H. H. Co., .75; Phoenix Glass Co., .70; Hemingray Glass Co., .93; Muncie Electric Light Co., .00; Besack Printing Co., .75; Abel Wright, .00; L. M. Klein, .70. It was reported that the annual repairs on the garbage furnace were completed. The report was made that W. R. Moore had given his check for $360.47 as a payment of back assessments on certain property in the Perkins addition. Superintendent Cashmore of the police submitted his report, which showed that during the month of January there had been 84 arrests. Intoxication was the charge that led the list with 19. Assault and battery came next with 16. For frequenting gambling rooms 13 arrests were made. In 51 cases those arrested paid their fines, 16 were sent to the workhouses, 4 were dismissed, 9 were acquitted, 8 were bound over to circuit court and 1 was turned over to the United States authorities. |
