Senator Wallace Introduces a Bill to

Abolish Struck Juries — Glass Ballot-box

Bill in the Senate — New Measures in

the House.


COLUMBUS. O., February 29.

"The following general bills were introduced in the House:

Mr. Hysell — To prevent the employment of free labor in the Ohio Penitentiary.

Mr Spencer — To prevent the wasting of natural gas and to provide for the plugging of established wells.

Mr. Harper — Amending the law relating to county infirmaries so as to place executive power in the hands of superintendents, cutting off outside relief in cities, and requiring inmates to vote in townships from which they come.

Mr. Hart — To repeal section 3303 of Revised Statutes relating to consolidation of corporations.

Mr. Eidemiller — To prevent the use of tobacco and gum in the public schools.

Mr. Kennedy — To prevent individuals and junketing parties from making hotels of the public institutions of the State.

Mr. Outcalt — Provididing [sic] Providing that a corporation organized to construct and maintain buildings to be used for hotels, tenement houses, flats, store rooms, offices, ware houses, or other purposes, shall have the right to acquire real estate for the purpose for which the company is incorporated.

LOCAL BILLS INTRODUCED.

To authorize the City of Columbus to issue bonds for constructing a market in West Columbus. Increasing fees of County Clerk of Montgomery county for attending to requests of the soldiers of the Soldiers' Home. To authorize New Comerstown, Tuscarawas County, to vacate part of certain streets. For the relief of C. D. Gardner, late treasurer of Doylestown, Wayne county. To pay a bounty for killing foxes in Jackson township, Wood county. To authorize the issuing of bonds and and levying assessments to pay for laying water pipes in Cleveland. Supplementary to the act authorizing Commissioners of Cuyahoga county to build a soldiers' memorial monument or tablet, giving full power to erect such memorial to a commission of 12 soldiers to be appointed by the Governor. To authorize Brooklyn, Cuyahoga county to levy tax for school purposes.

LOCAL BILLS PASSED.

To authorize town of Ashtabula to borrow money and condemn land for the construction of a bridge across Ashtabula creek at Ashtabula harbor. To divide Harmony township, Clark county, into two election precincts. To provide for deficiency in the bridge fund of Mercer county. To authorize G. A. R. Post at village of Vandalia to erect a town hall on a lot belonging to Butler township, Montgomery county. To authorize Hicksville, Defiance county, to issue bonds for park purposes, to authorize the trustees of Burlington township, Licking county, to issue bonds for erection of township house. To authorize the Commissioners of Lucas county to macadamize part of United States turnpike. To authorize County Commissioners of Scioto county to redeem $50,000 of turnpike bonds.

RESOLUTION ADOPTED.

H. J. R Mr. Lampson — To authorize the Cleveland Insane Asylum to receive Abraham Gibbons, a man who became insane in another State many years ago, and is now living in Ashtabula county.

The Senate.

The Senate recessed for five minutes in honor of the presence of ex-Lieutenant Governor Richards of Jefferson county.

Mr. Townsend offered a joint resolution asking the Legislature to endorse and urge the passage of Senator Cameron's service pension bill for honorably discharged soldiers and sailors, recently introduced into the United States Senate.

GENERAL BILLS INTRODUCED.

Mr. Rathbone — To prevent persons from walking or riding on railroad tracks.

Mr. Rathhone — To provide for the use of glass ballot boxes at all elections.

Mr. Rannells — Amending the law relative to execution of criminals, so as to do away with hanging and substitute execution by electricity.

Mr. Townsend — To increase the powers of Superintendents of Lunatic Asylums.

Mr. Wallace — To abolish struck juries and repealing all sections relating thereto.

Mr. Massie — To amend section 284 so that insurance companies shall be compelled to publish certificates in all the towns, instead of merely the counties, where they have agents.

Mr. Kerr—To authorize a proceeding in error from judge or court's refusal to allow a petition in error to justice's or mayor's court.

LOCAL BILLS INTRODUCED.

Mr. Braddork — To provide for the creation of a special school district of Union township, Knox county.

Mr. Massie — To change the system of paying the Franklin county officials from fee to salary, by making the salary of all officers except the Recorder $3,000 per annum, and that of the Recorder $2,500.

Mr. Massie — Authorizing North Union township, Ross county, to purchase grounds for cemetery purposes.

Mr. Rathbone — To amend Section 699 as amended March 21, 1887, by changing Clermont county to the Dayton Asylum district.

Mr. Coulter — Authorizing Steubenville, Jefferson county, to issue $30,000 in bonds for street improvements.

BILLS PASSED.

S. B. by Mr. Alexander — To create the township of Akron, Summit county.

H. B. by Mr. Harris — Authorizing Camden, Preble county, to build a city hall, not to exceed $10,000 in cost.

S. B. by Mr. Glover — To prevent the spread of Texas fever among cattle.

Researcher notes:Numerous shards of Wood & Hall glass ballot boxes were unearthed at the factory site of Hemingray Glass Co. in Muncie, IN by Bob Stahr, Roger Lucas, & Darin Cochran. It was apparent from defects with the shards that Hemingray made the glass for them.
