On motion of Mr. Mackoy, Council went into committee on the whole with Mr. Prague in the chair, on the question of opening Washington street, and took the floor in support of the ordinance opening and improving the street. Mr. Coflin moved that the committee rise and report to Council that the Assessor's report be concurred in. Mr. Blakely moved to lay on table. Lost. The report was then concurred in.

Mr. Mackoy then offered an assessing ordinance for Washington street as a minority from the Law Committee. Mr. Blakely made a point of order that as the ordinance had never been referred there could be no report. Sustained and the matter was laid over.

Upon motion Council adjourned.

S. W. Coflin, President

Attest: C. P. Hanes, City Clerk
