To the District Court for the Third Judicial District of Utah Territory: To Hon. Michael Shaeffer, Judge of said Court:

The undersigned citizens of the United States, and entitled to vote in all elections in the Territory of Utah, respectfully represent that on the 7th day of November, 1876, the regular election for delegates to Congress of the United States takes place, according to law in the Territory of Utah; that the city of Salt Lake, in Salt Lake County, of said Territory, contains more than 20,000 inhabitants as your petitioners are informed and believe; that the undersigned desire to have said election in the various precincts of said city guarded and scrutinized as provided for by the act of Congress, to the end that the same may be fairly and legally conducted and the result thereof fairly obtained.
