Inceased Telegraph Facilities.

The American Union Telegraph Company establishes offices in Philadelphia to-day at Market street ferry. Point Breeze Park, and at the Schuylkill river cable-box. The former office is to be used for electric tests north; the two latter stations to be maintained for the use of the United States government. A "pony express" service will transfer the messages from the cable-box to Point Breeze Park until the new company gets permission from Councils to erect wires, and put the Navy Yard and the Navy Department in Washington in direct communication, and at the same time bring to the citizens and business men a line of entirely new wires, with rates very materially reduced.
