John C. Barclay, Albert S. Richey and Philip Torchio have been transferred from the grade of associate to that of member in the American Institute of Electrical Engineers. Mr. Barclay is assistant general manager of the Western Union Telegraph Company, with offices in New York city; Mr. Richey is electrical engineer for the Indiana Union Traction Company at Anderson, Ind., and Mr. Torchio is engineer of distribution for the New York Edison Company, New York city.
